Tsinghua SEM National Institute for Fiscal Studies was founded onJanuary 17, 2008. Professor Bai Chong-en was named Director of the Institute.

Lou Jiwei, Former Executive Deputy Minister of Finance and Chairman of China Investment Corporation and Professor Chen Xu, Vice President of Tsinghua University delivered addresses at the founding ceremony. Leaders from relevant departments of Ministry of Finance and Ministry of Education were present at the ceremony. Professor Qian Yingyi, Dean of Tsinghua SEM presided over the session.

Established under the support of Ministry of Education and Ministry of Finance, the National Institute for Fiscal Studies will focus on research of major issues inChina's fiscal area, provide proposals and suggestions onChina's state policy concerning fiscal aspects and exert influence on relevant policy making processes. It also aims at exploring new solutions on problems of China's fiscal area and contributing new knowledge to relevant academic studies; meanwhile making contribution to the advancement of the fiscal policy of developing countries globally by learning from both international and domestic experience.
